Hi, I will be arriving in Vietnam from Cambodia by road at the Phnom/ Tinh Bien border. Will the immigration officials there be able to accept the approval letter and 'On arrival form' as a valid visa application and will they be able to stamp it to allow me entry to Vietnam?

Visa on arrival is not available at the border, so you need to get your visa beforehand. If you are travelling to Cambodia before arriving Vietnam, you can apply for a visa in Cambodia. Detailed procedures are available on this page:
