In your case, you are pleased to visit Vietnam Embassy in Singapore to apply for a visa. You can also apply for visa in Cambodia if you have enough time there. It should be noticed that visa processed at Vietnam embassy in the country will take about 5 - 7 days. In emergency situations, you may ask for rush processing and you have to pay extra fee for this.
